Legislative Education and Practice (LEAP) Program

The Legislative Education and Practice (LEAP) Program is a State Department-funded professional exchange that provides promising young professionals from Georgia, Russia, Ukraine and Turkey with the tools they need to promote their countries’ continued political and economic development.

The LEAP Fund is dedicated to supplementing the current federal grant with the expressed goal of expanding the program’s impact vis-à-vis alumni follow-on projects in Eurasia.

LEAP provides fellowships to U.S. state legislatures and non-governmental organizations for seventeen participants per year. Fellows are selected through a transparent, merit-based competition. LEAP applicants must convincingly demonstrate how their participation in the program will contribute to the political development of their respective home country. In addition, they must be committed to a career in public service.

Given the pressing need for more and better training opportunities for talented Eurasia young professionals, American Councils for International Education is devoted to expanding the current LEAP grant. By funding more LEAP alumni projects annually, the impact of the program will increase dramatically.
