Ukrainian Standardized External Testing Initiative (USETI)

Objectives: The Ukrainian Standardized External Testing Initiative complements the activities of the Government of Ukraine and international donors to build capacity in Ukraine for carrying out activities connected with test development, administration, and implementation, and to institutionalize a testing system protected from corruption that will support non-corrupt admissions to higher education.
Outcomes: The initiative will result in trained cadres of Ukrainian professionals to create independent exams and to further sustain the institution of standardized testing. It will mobilize and energize public involvement in the creation and institutionalization of a knowledge assessment system that serves as a reliable tool for every citizen. It will deliver concrete products to be used in laying the legislative foundation for implementation of unified exams for all higher education institutions.

Kyrgyz Independent Educational Testing Organization (ITO) and Test Development Initiative

Objectives: Provide reliable, objective, and independent capacity for the measurement of individual student achievement, and to generate systematic and empirically-based data on the effectiveness of the Kyrgyz educational system.
Activities: Development of skills-based national scholarship examination for Kyrgyz high school graduating class of 2002. Administration of test throughout Kyrgyzstan in June 2002. Development of Independent Testing Organization (ITO), which will eventually be responsible for development and administration of scholarship test. Training of ITO staff in test development and administration.
Outcomes: 2002 skills-based national scholarship test developed in language and mathematics in three languages: Kyrgyz, Russian, Uzbek. Administration of test to 20,000 high school graduates from every region of Ukraine. Initial capacity development of ITO.

Accounting Test Administration

Partners: IBTCI in Ukraine, Pragma Corporation in Central Asia
Objectives: Administration of Accounting Test in six CIS countries
Activities: Training of Test Administration Teams, Test Administration, Compilation of statistical data.
Outcomes: Accounting test administered to over 600 individuals at over 33 sites throughout Ukraine and Central Asia.

Resource Network for Economics and Business Education project (RNEBE)

Countries: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan

Objectives: Implementation of the improved education, which is aimed at enhancing the quality and availability of education in Central Asia. Reduction of corrupt practices, gender bias and potential for conflict.
Activities: Building network of Higher Education Institutions.
Outcomes: Increased linkage, network and collaboration among universities in Central Asia.

Global Training for Development (GTD)

Countries: Belarus, Moldova, Kyrgyzstan, Russia, Tajikistan, Turkmenistan, Ukraine, Uzbekistan.
When: Spring1997 – May 2002
Partners: Academy for Educational Development (AED)
Objectives: Three Strategic Objectives: Economic Restructuring, Democracy, and Strengthening the Social Sector;
Activities: Training activities are heavily concentrated in three sectors: Economic Restructuring, Business Development and Human Resources. Other important sectors are Agribusiness, Environment and Energy.
Outcomes: The total number of individuals trained since the inception of GTD/CAR activities is 28,040, while the total number of programs implemented is 806.

Marios

Partners: Marios School, Indiana University, Univers School (Krasnoyarsk)
Objectives: Build capacity of three Marios School campuses located in Moscow and Krasnoyarsk in materials development and training teachers.
Activities: Commodity procurement. Training of Trainers in materials development, general pedagogy, and school management. Development of Training Materials. Administration of teacher and administrator training events.
Outcomes: Over $400,000 of publication equipment delivered and installed to three Marios campuses. Eight Marios staff members trained in materials development and teacher training. Teacher and administrator training events delivered throughout Russia. Russian-language training modules developed on the following subjects: Cooperative Learning, Democratic School Management, Critical Thinking, Conflict Resolution and Negotiating with Children, Moral Education, Ethics in Education.
